I spent a lot of time searching for this today, and this thread comes up in Google so hopefully this helps others: I'm on Retropie 3.0 RC4. I tried building from source, various system cards, you name it. Nothing worked. 1) You need the syscard3.pce in the /home/pi/retropie/BIOS/ as well as in the /home/pi/retropie/roms/pcengine/ Your System card should be loadable as a game rom - if it is not corrupted it will take you to a 'push run' screen. 2) Inside each.cue file the reference to the.bin or.iso file is CASE SENSITIVE.

I found.iso's as well but I cannot find this game as a.pce for the life of me. I'm wondering if there's some way of converting this to.pce but I can't seem to find anything. Also from looking around, the emulator it's using is Mednafen? Apparently this has no problems using ISO / CUE and BIN / CUE combos, so I tried adding.bin and.cue (and their case sensitive counter parts) to my es_systems.cfg (found in /etc/emulationstation/es_systems.cfg I believe) which yeah added the recognition but it didn't actually play unsurprisingly.
A silly test but, idk, maybe it says something. I'm running out of ideas lol.
